Customers frequently ask if they can haul their own residual/hazardous waste to our facility. Unfortunately, the answer most of the time is no because the Pennsylvania Department of Transportation (PennDOT) requires several permits to legally haul waste within the commonwealth. It can be confusing as to what permit is needed to transport both residual and hazardous waste to be in full compliance with state and federal regulations.

Permit for Residual Waste Transportation

The Pennsylvania Department of Environmental Protection’s (PA DEP) Municipal and Residual Waste Transportation Safety Program requires all waste vehicles to have a Waste Transporter Authorization (known as an Act 90 Authorization). An Act 90 Authorization consists of the sticker for the truck and the cab card (vehicle and permit information) for the permit book. It is required for all waste transportation vehicles (trucks and truck tractors with a registered gross vehicle weight greater than 17,000 lbs., and trailers with a registered gross vehicle weight greater than 10,000 lbs.) transporting municipal or residual waste to waste processing or disposal facilities in Pennsylvania.

Permits for Hazardous Waste Transportation

Unlike residual waste, there are a number of permits required to haul hazardous waste in Pennsylvania per below:

  1. Hazardous Waste Transporter State License – This license is obtained from from the Pennsylvania Department of Environmental Protection (PA DEP)(25 Pa. Code 263a.13). To apply for this license, the transporter must have an Environmental Protection Agency (EPA) ID number.
  2. U.S. Department of Transportation (DOT) Hazardous Materials Certificate of Registration – Transporters of certain types of hazardous wastes must file a registration statement annually (and pay a fee) with DOT.

Along with the required stickers and placards on their trucks, drivers need certain endorsements on their Commercial Driver License (CDL) to transport hazardous waste:

  • HAZMAT (H) – Required to operate a truck hauling hazardous materials. The driver must have a Class A CDL.
  • Tank Vehicle (N) – Allows a CDL driver to operate a tanker.
  • Tanker and Hazardous Materials (X) – A combination endorsement that allows a CDL driver to operate a tanker hauling hazardous materials.
