Jerry Ulrich

Jerry Ulrich – Vice President & General Manager

Jerry Ulrich, the Vice President and General Manager of Elk Environmental Services, has more than 20 years of experience in the fields of construction and waste management. He more recently served as the Executive Vice President of WSI Management, Tampa, Fla., and as Vice President and General Manager of Silica Investments, Philadelphia. The bulk of his career was at Turner Construction Company in New York, N.Y., a commercial general builder, performing upwards of $10 billion annually. There, he held positions ranging from superintendent up to executive level. Jerry earned his bachelor’s degree in civil engineering from Manhattan College, Riverdale, N.Y. Russell L. Mountjoy, Jr. – Vice President of Operations

With more than 25 years of experience in demolition, dismantling, environmental remediation, and waste management, Russell L. Mountjoy, Jr. serves as the Vice President of Operations at Elk. Mountjoy is responsible for the coordination, scheduling, and management of Elk projects. Mountjoy’s principal area of expertise is in remediation and demolition with extensive experience managing large-scale projects and a record of working under OSHA supervision on jobs with no recordable accidents. He has managed multiple projects including a large-scale dismantling and clean-up of a collapsed casino parking garage valued at $5.4 million dollars as well as a rail yard remediation project valued at $2.4 million dollars. Mountjoy holds numerous regulatory certifications including OSHA 40-hour HAZWOPER, Heavy Equipment Operator, First Aid/CPR, NIOSH 501 Asbestos Air Monitoring Technician, Licensed Asbestos Abatement Supervisor in multiple states, and Certified Spectro Analysis Technician. Matthew Kichman

Matthew C. Kichman – Sales & Marketing Manager

Matthew C. Kichman, Sales & Marketing Manager, has 30 years of experience in the field of environmental services. He earned his bachelor’s degree in environmental science from Thiel College, Greenville, Pa., and has also completed extensive professional education, including 40-hour OSHA training. Before joining Elk in 2012, he served as the Director of Business Development at Alternative Environmental Services Inc., Lancaster, where he managed all sales activities and provided technical support for environmental remediation projects. At Elk Environmental Services, Kichman works directly with clients, connecting them with the services that best fit their needs. Jey Newswanger

Jey Newswanger – Sales & Marketing Manager

Jey Newswanger, Oil & Gas Division General Manager, earned his bachelor’s degree in geo-environmental science from Shippensburg University of Pennsylvania. He also received 40-hour HAZWOPER training and PEC Safeland training. Prior to joining Elk in 2007, he spent eight years working for environmental consulting firms. During those years, Newswanger managed multi-million-dollar environmental remediation projects, including many EPA Superfund site cleanups throughout the East Coast. At Elk, Newswanger works closely with producers in the Marcellus Shale oil and gas industry, providing transportation and disposal of waste, and industrial cleaning services. David J. Skrocki – Technical Manager

David Skrocki has 16 years of experience working as a chemist. He earned his bachelor’s degree in chemistry from Drexel University, Philadelphia. He has earned extensive certifications, including OSHA 40-hour HAZWOPER, OSHA Hazard Communication, DOT Hazardous Materials Training, and EPA Resource Conservation & Recovery Act. Prior to joining Elk in 2007, Skrocki served as a Laboratory Manager for NovaFlora, Inc., Philadelphia, and as an Analytical Chemist for NMS Labs, Willow Grove, where he performed analysis of laboratory samples. His responsibilities at Elk include characterizing wastes for proper disposal, hazardous and non-hazardous waste management, lab packing, and project management. HARRY PEHOTE – DIRECTOR OF PROJECT MANAGEMENT/ESTIMATING

Harry Pehote brings over 15 years of environmental experience to his role at Elk Environmental. He visits & analyzes job sites, maintains company safety programs, and supports field operations including tank cleaning & removal, remediation, lab packing services, and sample analysis. Harry brings his background as an Environmental Health & Safety Manager to Elk, with an emphasis on recycling & regulatory reporting. Michael C. Piazza – Transportation Manager

Michael C. Piazza, Transportation Manager, is responsible for the coordination, scheduling, and management of the transportation department as well as maintaining interstate and intrastate commerce licenses and permits, waste permits, CDL driver management, and coordinating equipment maintenance and repairs. He has more than 30 years of extensive experience in transportation and hazardous waste hauling. Piazza holds numerous regulatory certifications including OSHA 40-hour HAZWOPER, OSHA Confined Space Entry, DOT Hazardous Materials Training, and current class A CDL with PT and X endorsements. Eric Castillo – Oil & Gas Division Operations Manager

Eric Castillo provides leadership to Elk’s growing Oil & Gas Division in Wysox, PA, as the Operations Manager. The Oil & Gas Division serves producers in the Marcellus & Utica Shale with transportation and disposal of waste, and industrial cleaning services. Eric brings 11 years of experience in the oil and gas industry to Elk. He worked for BOS Solutions, Smithfield, PA, for five years. He started there as a Field Technician and moved up the ranks to Field Supervisor, then Sales Representative, then Field Service Quality Manager. Jamie Caron – Corporate Safety Officer

Jamie Caron has completed extensive training in workplace health and safety and is a certified OSHA Outreach Trainer. Caron has more than 15 years of experience in lab, field and construction safety issues, and a bachelor’s degree in Occupational Health and Safety from Columbia Southern University. Caron serves as Corporate Safety Officer for all six Empire Group companies, including Elk Environmental Services. His responsibilities include overseeing the safety of all projects, jobsite safety audits, and internal safety training of employees. Francine Scoboria

Francine M. Scoboria – Director of Public Relations

Francine M. Scoboria has more than 20 years of experience as a professional writer. She earned her bachelor’s degree in journalism from Penn State University and her master’s degree in English literature from Kutztown University. She began her writing career as a reporter at the Reading Eagle newspaper, where she worked from 1992 through 1999. During that time, she won several writing awards and served as the first reporter for “Voices” the teen-age section of the paper, founded in 1995. She then served as the Coordinator of Grants & Proposals at Penn State Berks from 1999-2004, the Manager of Advancement Communications at Albright College from 2005-2007, and the editor of Berks County Living magazine from 2007-2011. Her responsibilities include serving as the Director of Public Relations for Elk and the other five subsidiary companies within the Empire Group, and assisting with the Elk training program.
